Required. The unique name of the cluster for which snapshots should be
listed. Values are of the form
projects/{project}/instances/{instance}/clusters/{cluster}.
Use {cluster} = '-' to list snapshots for all clusters in an instance,
e.g., projects/{project}/instances/{instance}/clusters/-.
