INACTIVE. The peering is ACTIVE when there's a matching
configuration in the peer network.
Values:
UNDEFINED_STATE (0):
A value indicating that the enum field is not
set.
ACTIVE (314733318):
Matching configuration exists on the peer.
INACTIVE (270421099):
There is no matching configuration on the
peer, including the case when peer does not
exist.
