NO_RESERVATION
value: 1
Do not consume from any allocated capacity.
ANY_RESERVATION
value: 2
Consume any allocation available.
SPECIFIC_RESERVATION
value: 3
Must consume from a specific reservation. Must specify key value fields
for specifying the reservations.
